The Pacific Northwest. You will be near the Canadian/American border. I'm not sure which side you'll be on, but you'll likely have to travel across the border periodically so taking an optional second language 'french' might not be a terrible idea. Your sept is outside of any city, well into the woods. But you'll be going into the cities periodically as well.
NEW: The campaign will take place along the Canadian-US border between Vancover, B.C. and Seattle, Washington. Right near what today is called "North Cascades National Park". In this setting, it isn't a national park, but that might be picking nits.
You are a recently awakened garou. Garou awaken around puberty, so figure that you were awakened between the ages of 14-18. When you were awakened, you were abducted by a bunch of "strange" men and women and taken straight to a paramilitary complex for training in combat and lessons in "what you are". After your crash course (from 1 to 3 years) you are assigned to a pack. This puts your current age between 15 and 22.
The complex is run by the four septs in your area. Nearly every tribe is represented. Most of the training is communal, but there are scholarly lessons and some specialized combat classes that are taught by tribes to their members only. At these times, you will have gone off for training with your local tribe leader, separated from members of other tribes. If your true form is metis or lupine, part of the training will be in dealing with humans and their customs. If your true form is metis or human, part of your training will be in how to deal with lupine customs.
The septs in your area are from both the wilderness and the city.
You'll see.
